Mike is here to prove that the governance of mankind is intrinsically unstable. Man is motivated by selfish desires and will always try to make his way to the top. In order to rule, Mike believes that a ruler does not need to be fair. He only needs to be respected, and that can be through fear or through love. And fear remains more constant.
Mike values competition and conquest. He suspects charity and compassion. This is how he runs his block. Mike Block is hierarchical with few elite rooms, compared to the other barracks. He assigns rooms, letting his subjects figure out who gets the nicest rooms. He does little to influence hierarchies, typically, but does respect them. In new worlds, his block leader is the one who divides resources, and the block leader is the only subject with whom he will converse regularly.
But Mike is a fickle man. If someone other than his block leader interests him, he may lend his aid to them.
He is typically calm, even cold, but exceptionally patient with his subjects, but if angered has a sharp temper. He does not brook insolence and he has no problem ruling through fear if necessary. He will unseat a ruler making poor decisions and will punish his block if they are not working in what he views as their best interest--failing to have a leader, working too collaboratively, or the like. Insofar as negotiations. Mike is unlikely to cede if he can maintain an upper hand. He may refuse requests that are innately selfless unless he can be convinced the benefit of them.
This is not to say he is immoral--amoral, perhaps--but Mike values attention to detail, intelligence, cunning, and pragmatism. He discourages sentimentality as a form of weakness. He favors boldness, not brashness. He sees group loyalty as self-detrimental, and feels an individual should always make their voice heard.
Mike is a career politician who has cozied his way into advisorship positions for the last three political administrations--of separate political parties. He brings keen eye for human interactions and experience in intergalactic diplomacy, politicking, and manipulation to the table.
